Dear Nathan,
I’ve put together something here for the message to the congress. In striving to keep it brief it was impossible for me to come up with anything approaching logical consistency. Read it through critically and feel free to make substantial changes during translation. I am also prepared to change the thing from the ground up, if you think it desirable.—
I have no news from Meili and Albert.
